The DENR: Force or Farce?

If you follow the news on the DENR's effort for a sustainable, ecologically friendly development in Boracay, you may think they are really doing something and everything goes in the right direction. For example The Inquirer's headline reads

Well, you are being mislead.

On February 11, 2008 the DENR issued a notice to the public stating the unlawfulness of the filling-up of a water body in a wetland in Bolabog. The notice reads:

NOTICE TO THE PUBLIC
THE ONGOING FILLING-UP OF WATER BODY AND CONSTRUCTION OF STRUCTURES WERE ISSUED A NOTICE IN VIOLATION OF EXISTING LAWS AND REGULATION BY DENR EFFECTIVE FEBRUARY 11, 2008
CONTINUOUS CONSTRUCTION OF STRUCTURES, FILLING-UP OF WATER BODY AND REMOVAL OF THIS NOTICE SHALL BE DEALT WITH ACCORDINGLY.


The notice was also issued in Tagalog:

BABALA
ANG PATULOY NA PAGTAMBAK SA "LAGOON" AT PAGPAPATAYO NG PROYEKTO DITO MAHIGPIT NA PINAGBABAWAL ALINSUNOD SA BATAS NA INPINATUTUPAD NG DENR



The above picture of the two notice boards were made on February 16, 2008. Only four days later, on February 20 the notice had been removed.


To our knowledge, nobody has been charged with the removal of the notice. In the meantime...


...construction work has been ongoing...


...mature trees are being cut down...


...and the lake is being pumped dry.

All of the pictures above have been taken AFTER the DENR's "crackdown"!



Why is this not being stopped?

Why does the national media not report on these criminal acts?

Just take a look at the illegal quarrying which is taking place at the southern end of White Beach. Tt beggars belief that they are being to get away with this in plain sight. A huge chunk has been gouged out of the cliffside by heavy machinery and hundreds of mature trees are being cut to make way for a resort.
The DENR should be ashamed of themselves for turning a blind eye to this abomination.

The project you are talking about, performed by Georgous Holdings Inc/Playa Asia Inc, has DENR clearance. However, we have no official confirmation about this. If it is true, the question arises why that clearance has been issued because yes, you are right, a big number mature trees were cut for this project.

Clearance can be obtained by anyone who can pay for it. Fact. I heard that in this case several million pesos changed hands. Obviously the project is against the original regulations governing quarrying and destruction of the environment. They are pulling down an entire cliff!
Another worrying development is the site near the PCTV office, a large fenced area next to the main road, signposted Regency Lagoon. Is this not also a wetland area?

Yes, noticed that one. It has only been fenced of very recently. Not sure if this was wetland before, it is near Talipapa which was in the news for now having frequent flooding.

Nevertheless, if this area is being used it must be drained/filled up and that could mean more flooding for the surrounding areas. The entrance to Talipapa, which is now flooded in almost every rain is just next to this site.

According to friends of mine, that area has been a swampy wetland during raining season for as long as they can remember.

with all these concerns - im thinking of wearing bahag once again .. eat raw foods .. stop all foreigners and locals to go on boracay .. and let the native villagers find jobs on whatever thay can find .. just to save the entire boracay ..

what this swamp can do to your lives ? what these swap can do to the tourist attraction of the entire Boracay island that you are all gathered here ? to stop a criminal acts ?
